Setting an environment variable in FreeBSD depends on which shell we use.

If we use /bin/sh then setting the variable will be like that:

export LOCAL_ETC="/usr/local/etc"

If we use /bin/csh or /bin/tcsh then setting the variable will be like that:

setenv  LOCAL_ETC /usr/local/etc
